PCA Welcomes Pennsylvania Secretary of Aging Jason Kavulich for Affordable Housing Project Update

Philadelphia Corporation for Aging recently welcomed Pennsylvania Secretary of Aging Jason Kavulich to its North Broad Street location for a tour of the Annex building and an update on PCA’s vision for the future of the site.

During the visit on March 26, PCA leaders and project partners highlighted early plans for Home@642, a proposed affordable senior housing community that could bring up to 70 affordable, accessible homes for adults age 62 and older to North Philadelphia. The project also envisions space for supportive services and a senior community center, helping older adults remain connected to their community while aging with dignity.

The Annex building, a historic former factory adjacent to PCA’s headquarters, has been largely vacant for decades. PCA is exploring how the site can be transformed into a new community asset that addresses one of the most urgent issues facing older Philadelphians: access to safe, stable and affordable housing. The concept is being advanced in partnership with HumanGood, a nationally recognized affordable senior housing developer and operator.

“Our vision is to bring new life to a long-vacant historic building in a way that meets one of the most urgent needs facing older adults — safe, stable and affordable housing,” said Najja R. Orr, PCA’s president and CEO. “We were pleased to welcome Secretary Kavulich to PCA and share how this project could help older Philadelphians remain connected to their community with dignity and support as they age.”

Secretary Kavulich’s visit underscored the growing need for housing solutions that support health, independence and quality of life for older adults. In Philadelphia, many older renters and homeowners spend more than 30 percent of their income on housing, creating significant financial pressure and making affordable options increasingly important. PCA’s proposed redevelopment aligns with broader city and state efforts to expand housing opportunities for older adults and strengthen community-based supports.
